This IT transition and transformation story began when the Technology Division (TD) that supports the International Security and Non-Proliferation (ISN) Bureau at the Department of State turned to Tsymmetry with a high priority mission: TD needed to become a more responsive and cost-effective provider of technology services to ISN, which, among other things, is responsible for monitoring and tracking weapons of mass destruction around the globe. Specifically, TD’s mission is to become a world-class technology service provider to the customers they serve.

“We want to deliver an exceptional experience for our bureau customers,” says a Director at the U.S. Department of State, who oversees the project. “That means better services, faster, and with more transparency.”

Leveraging its Transition Model and Transition Services Toolkit, Tsymmetry successfully completed its transition in without any adverse impacts to delivery milestones, consolidating two legacy programs while simultaneously building additional functionality across the enterprise. Immediately following the transition, we conducted functional assessments to optimize our overall service delivery model, increase staff utilization, and provide the Government with greater Return on Investment to redirect funds to other high priority initiatives. In addition, we implemented a more robust Program Management Office to provide a structured, disciplined, and repeatable approach to managing the overall technology program in support of ISN.

Within six months of the transition, Tsymmetry designed, developed, and implemented a state-of-the art Shared Services model that will enable TD to rapidly and efficiently scale and optimize its technology infrastructure services to better serve ISN and the broader family of T Bureaus that fall within the Department of State’s Arms Control and International Security mandate. The scope of services extends beyond traditional Information Technology (IT) Operations and Procurement to include Application Maintenance, Mobile and Remote Access Support, Collaboration Services (SharePoint), Network and Communications Support, Cyber Security, Cloud Utilization, Records Management, and much more.
